Educational, Employment Programmes for Social Inclusion Explored During Study Visit

Twenty Roma Civil Society Organisation (CSO) representatives and representatives from government offices responsible for Roma issues from the Western Balkans and Turkey joined the TACSO People to People (P2P) Study Visit on “Access to Education and Employment for Roma” in Madrid, Spain on May 9-11, 2017. 

The Study Visit focused on the model developed by the Fundacion Secretariado Gitano (FSG) over the past 35 years, including educational and employment programmes as well as awareness-raising and anti-discrimination work. 

The key principles underlying the work of the FSG are interculturality, co-existence, and focus on quality rather than quantity. The approach is to ensure that Roma, as citizens of Spain, should have equal access to all resources that citizens have access to, rather than exceptional conditions based on their ethnicity. 

The education programme, Promociona, focuses on ensuring the transition between primary and secondary education, as well as the completion of compulsory education in order to guarantee possibilities for employment and continued education. Individual pathways supported by tutoring, counselling, and additional group classes ensure that each participant in the programme has the chance to develop in the direction they desire. 

Participants in the study visit were also able to see first-hand the importance of collaborating with a local school, as well as a Promociona classroom assisting children in their studies.  

The employment programme, Acceder, also follows the individual pathway approach: building skills and employability for individuals in the programme, with a view to assist in their engagement in salaried employment with benefits in the future. Participants in the Acceder programme are equipped with high professional skills and are deemed highly employable. 

This programme is linked to the Learning by Doing Programme that runs in collaboration with a number of companies such as Carrefour. Learning by Doing allows the participants to receive initial trainings in soft skills after which they begin a six-month training programme in a company, where they receive theoretical and practical training from the company in all different aspects of the work. The rate of employment of participants in this programme is very high.

CSO representatives from the Western Balkans and Turkey gained many key insights from these programmes, as well as the approach to awareness raising through sophisticated advertising campaigns. A number of them expressed their interest in pursuing similar models in their own countries.

The multibeneficiary study visit, Access to Education and Employment for Roma Youth – Good Practices and Models from Spain was organised from May 9-11 in Madrid, Spain. The study visit was organised within the framework of the People to People (P2P) component of the project. P2P provides an opportunity for CSOs in the countries of the Western Balkans and Tukey to expand their knowledge about the EU and the accession process though visits to European institutions, meetings with European CSOs and the opportunity to network intentionally and regionally.
Access to Education for Roma
The Study Visit, Access to Education and Employment for Roma Youth - Good Practices and Models from Spain was organised from May 9-11 in Madrid, Spain within the framework of the People to People component of the TACSO Project. The Visit focused on the model by the Fundacion Secretariado Gitano (FSG) over the past 35 years, including educational and employment programmes as well as awareness-raising and anti-discrimination work.
